Deputy Director, Global Finance - Tanzania, Africa Position Summary: The Deputy Director, Global Finance is responsible for all aspects of field financial data management including supervising the quality and integration of field financial data and review of subsequent reporting. The Deputy Director directly supervises the Global Finance Managers tasks and responsibilities under their country portfolios and conducts trainings as needed. Streamlines and documents Global Finance policies and procedures related to Africa, providing ad hoc trainings for field staff as needed. Responsible for prudent project cash management and approval of wire transfer requests. Liaises with Country Representatives/Chief of Party and Regional VP regarding data quality, accounting treatment, policies and procedures and internal controls. Responds to general informational inquiries concerning the assigned country portfolio from country management leadership. Specific Duties and Responsibilities: Financial Matters Management (20%) • Review field office and respective project reports to ensure accountability and fiscal health. • Draft audit responses for approval by Director, Global Finance and ensure implementation of agreed to corrective actions. • Communicate operational accounting directives to staff and field. • Cash management oversight of country offices to ensure appropriate levels of funding including approval of wire transfers. • Participate in Country Management Team (CMT) meetings. • Serve as primary point of contact with Regional VP for financial issue management and resolution. Reporting and Procedures (25%) • Ensure the timely and accurate completion of monthly reporting by country Finance Directors. • Review interim and final donor reports and invoicing for approval prior to submission to donors. • Certify management responses for donor audits and reviews. • Create and maintain standardized policy manuals and review custom field office policies for exceptions/restrictions as appropriate for Director, Global Finance approval. Supervision and Development (25%) • Supervision and development of Global Finance Managers (GFM). • Hiring and evaluation of field Finance Directors. Pre-hire technical assessments and interviews for go/no go decisions and subsequent evaluation meetings with CRs and GFM as needed. • Conduct formal capacity building trainings for GFMs and regional finance field staff. • Participate in orientations of Country Representatives/Chief of Party and field Finance Directors. Special Projects (30%) • New Business Development (NBD) proposals – financial review in conjunction with NBD Costing and Budgeting Analyst. • New office start-up/close-out oversight. • Support Director, Global Finance on additional projects as assigned. |

| Mandatory Minimum Qualifications: |
Qualifications: • Thorough knowledge of GAAP financial reporting along with USG contract terminology and policies with strong financial accounting, modeling and analytic skills to ensure accurate and timely reporting and analysis of information to management. • Demonstrated knowledge of financial software and accounting systems for reporting purposes and proficiency with Microsoft Office, Outlook and other computer-based applications. Microsoft Serenic Navigator a plus. • Exacting with quantitative data. • Excellent written and verbal communication skills including the ability to articulate results and recommendations of analysis to a variety of audiences within the organization (for example, laterally across peers, upwards to senior management). • Strong sense of natural curiosity to study a problem and identify root causes, make logical connections/conclusions from scattered data. • Strong interpersonal skills ability to work across organizational boundaries. • High energy, self-starter with drive and confidence to get tasks accomplished. • Must be detail oriented but easily able to grasp the “big picture”. • Deadline oriented. • Ability to work in a multicultural environment. • An interest in international development a plus. Education and Experience Requirements: • BA/BS in accounting, finance, business administration or related field. Higher degree or certification preferable. • Minimum of 7-10 years comparable financial management experience required. 15+ years of directly related financial experience in conjunction with management experience may be considered • Experience in financial management of US Government awards and subawards a must, preferably USAID – bilateral/multilateral donor experience a plus. • Audit experience preferred. • Professional experience in the region or knowledge/experience of similar setting is highly desirable. |
